What changed

The divergence can reflect product mix, destination mix, contract timing or real price improvement. It supports a firmer value narrative but does not establish the price of gunpowder, chunmee, jasmine or black tea separately.

Procurement decision

Buyers should compare their own specification to category and provincial data before accepting a market-wide increase. China's large supply base contains very different teas whose cost drivers do not move together.

Do not overread the data
Customs averages include many products and destinations. They are directionally useful but not a substitute for an offer sheet.

Buyer action list
  • Benchmark by tea type and grade
  • Compare multiple qualified factories
  • Separate FOB tea from freight
  • Check harvest and packing dates
Implication for African buyers

For West African green-tea importers, the message is to protect specification and plan coverage without using the national average as a quotation. Competitive tension among qualified factories remains possible.

Order-planning example
A buyer renewing three green-tea grades should compare each against its own prior contract, not against China's combined average. One grade may justify an increase while another remains negotiable because its province or style followed a different trend.
HOUTU TEA execution note

Market statistics should guide questions, timing and risk controls; they should not be copied into a contract as though they were live quotations. Grade, moisture, packing, inspection, payment, freight, duty and local delivery must be normalised before comparing suppliers.

Before approval, the buyer should save the offered specification, reference sample, laboratory scope, packing configuration and freight validity in one comparison record. This turns a news signal into an auditable purchase decision and prevents later changes from being mistaken for the original offer.
