The latest Mauritius surcharge notice is relevant to tea importers sourcing from the Far East. Buyers need to align the effective loading date with quotation validity and stock plans rather than absorb the extra line after the order is fixed.

What changed

CMA CGM announced a US$400/TEU PSS for cargo from the Far East to Port Louis from 15 October, until further notice, with additional-charge and China-filing conditions.

Procurement decision

Confirm the booked loading date, rate validity and whether the charge appears separately or within the ocean quotation. Ask the forwarder to show the full list of applicable charges, including terminal and local costs. Review stock cover before deciding whether an earlier shipment is justified. Rushing manufacture or inspection to avoid a surcharge can create more costly quality or delivery problems than the fee itself.

HOUTU TEA market reading

The effective date is a shipment-cost trigger, not proof that every current order immediately changes price. HOUTU TEA's interpretation is that importers should reconcile the announcement with their specific contract and booking. Small retail packs or high carton volumes can make freight allocation materially different from bulk tea. The appropriate calculation uses the actual load rather than a standard assumed tonnage.

Illustrative order scenario - not an actual transaction

A distributor expecting a 40-foot shipment can model a separately billed PSS at US$800, then verify that amount against the actual quote. It should compare any early-shipment option with warehouse capacity and inspection readiness. Advancing an order only makes sense if the total operational and inventory economics support it.

Buyer action checklist

  • Confirm loading date and quotation validity
  • Check separate versus inclusive PSS billing
  • Allocate to the actual net load
  • Do not compromise inspection to rush shipment

Limits and risk

The PSS is not the base freight rate or a guarantee of space. The notice allows other charges and does not establish the buyer's final per-kilogram transport cost.

HOUTU TEA execution note

The buying implications above are HOUTU TEA analysis, not statements by the source. Use this update to request comparable offers, not as a live price quotation. Keep the approved sample, batch specification, testing scope, packing details and shipment terms together before authorising a purchase. Where regulation is involved, the importer should verify the applicable product and destination requirements before shipment.
