Recently, Typhoon Bavi, the 12th typhoon of this year, has made a strong landfall on the southeast coast of China, exerting a significant impact on the logistics and transportation of coastal ports. According to the latest information released by the Ningbo Port Administration, affected by the strong winds, heavy rain and rough sea waves brought by the typhoon, the operation of some terminals at Ningbo Port was temporarily suspended in recent days, and the turnover efficiency of goods in the port yard dropped sharply. Export goods of many foreign trade enterprises have been backlogged to varying degrees, among which several batches of goods bound for Uzbekistan by Houtu have also been temporarily stranded at Ningbo Port, attracting attention from the industry and cooperative customers.

The Impact Of Shipping Delays Continues To Escalate

It is understood that as one of the strong typhoons landing on the southeast coast of China this year, Typhoon Bavi had a maximum central wind force of Level 13, which not only suspended the container loading and unloading and ship berthing operations at Ningbo Port, but also caused certain interference to the road and railway logistics connection around the port. Some transport vehicles could not enter and exit the port normally, further exacerbating the backlog of goods. As an important foreign trade hub port in China, Ningbo Port undertakes a large number of import and export businesses of foreign trade goods in East China. The typhoon has a wide impact range and a long duration. As of press time, although the port has gradually resumed operations, there is a large backlog of goods in the yard, and the overall turnover efficiency has not yet returned to the normal level. It is expected to gradually ease within 1-2 weeks.

In response to the cargo detention, the relevant person in charge of Houtu said that the company paid close attention to the typhoon dynamics and port operation information at the first time, and immediately activated the emergency logistics plan after the typhoon passed, established a special docking team, and comprehensively promoted the customs clearance, transshipment and shipment of goods. At present, the special team has established a 24-hour communication mechanism with the Ningbo Port Administration, cooperative freight forwarders and international transportation teams, tracked the port operation progress in real time, processed the relevant procedures such as cargo inspection and customs clearance in an expedited manner, and coordinated the allocation of transportation capacity resources and subsequent ship berths to minimize the cargo detention time.

"This typhoon is an force majeure factor, which has brought certain challenges to our cargo transportation, but we have always put customer needs first and made every effort to ensure that the goods can be transported to Uzbekistan as soon as possible." The person in charge introduced that the stranded goods this time are mainly the core products of Houtu, covering various categories such as agricultural products and light industrial products, all of which are rigid demand orders from cooperative customers in Uzbekistan. In order to reduce customer losses, the company has actively communicated with customers in Uzbekistan, synchronized the cargo detention situation and subsequent shipment plans, sought customers' understanding and support, and promised to bear the additional warehousing, logistics coordination and other related costs caused by the typhoon detention.

In addition, according to the analysis of relevant personnel from the Ningbo Local Logistics Industry Association, the impact of this typhoon on the foreign trade logistics of the southeast coast of China is universal. In addition to Ningbo Port, ports such as Shanghai Port and Xiamen Port have also experienced varying degrees of cargo backlog. It is expected that the transportation efficiency of foreign trade goods from the domestic coast to Central Asia, Europe and other directions will be slightly affected in the short term. In response, many foreign trade enterprises in the industry have activated emergency measures, and made every effort to reduce the adverse effects caused by the typhoon and ensure the stability of the supply chain by adjusting transportation plans, coordinating alternative ports and processing procedures in an expedited manner.

The relevant person in charge of Houtu said that in the future, the company will continue to track the operation progress of Ningbo Port and the dynamics of goods, synchronize the latest logistics information to customers every day, and arrange loading and shipment immediately once the goods are ready for shipment, striving to complete the delivery as soon as possible. At the same time, taking this opportunity, the company will further improve the logistics emergency plan under extreme weather, optimize the logistics transportation plan, strengthen the linkage with ports, freight forwarders and other partners, improve the ability to respond to emergencies, and provide customers with more stable and reliable foreign trade logistics services.

Up to now, the operation of each terminal at Ningbo Port is resuming in an orderly manner, and the turnover of goods in the yard is gradually advancing. More than half of the customs clearance procedures for Houtu's stranded goods have been completed. It is expected that all procedures and loading preparations can be completed within 3-5 days. Subsequently, the goods will be delivered to customers in Uzbekistan as soon as possible through the combined transportation of the China-Europe Railway Express and sea freight.
