Affected by strong El Niño, the probability of heavy rainfall in 2026 is remarkably high, featuring the pattern of "floods hitting both northern and southern regions, with local extreme‑value weather events". The document puts forward scientific and effective countermeasures against meteorological disasters, including techniques for flood prevention and post‑flood recovery of tea gardens, as well as water‑retention and drought‑resistance measures. These guidelines aim to improve tea gardens' capacity for disaster prevention and mitigation.
