The newest Mombasa report offers a useful example of a misleading aggregate signal. Rwanda's overall average eased even though some individual grade averages improved, so purchasing decisions should follow the relevant catalogue.

What changed

Van Rees placed Rwanda's overall average near US$3.17/kg, slightly lower, while reporting stronger BP1 and dust averages and softer best PF1s.

HOUTU TEA market reading

An origin average is the value of the particular mix sold, not an index for a constant basket of tea. HOUTU TEA interprets this as a reason to ask exactly which grades and quality bands moved. A buyer seeking dust should not negotiate from an overall decline if the matching dust invoices strengthened. Likewise, a preferred PF1 may present a different opportunity from a premium broken grade.

A buyer needing PF1 and dust can request separate offers and trials instead of seeking the same discount on both. If PF1 is commercially favourable but the dust is not, the buyer can cover them on different schedules while preserving the recipe and maintaining a pre-qualified contingency component.

Limits and risk

The broker does not provide a constant-quality price index or a complete explanation of the changing mix. The aggregate cannot be copied into a contract as an executable price.

Procurement decision

Maintain a simple record of matching grade, factory, manufacture period, approved sample and actual purchase terms. When the overall average shifts, compare that record with current offers before changing coverage. For blends that permit multiple Rwanda grades, evaluate each component's contribution to colour, body and extraction. Treat an attractive invoice as a specific opportunity rather than a forecast that the whole origin will keep moving lower.
